When implementing solar and energy efficiency (‘green’) programs, local governments frequently spend the majority of their time debating and discussing the physical attributes of a program – how many megawatts of solar will be installed, which HVAC units will be replaced, etc. The actual financing of the project is too often considered an afterthought and arranged only at the end of the process, and sometimes may be dictated by the vendor.
